Apple logo loop on start up. Takes time to turn on

My iPhone 4s has a problem. When I turn it off it's hard to turn it back on. An apple logo will be showing then fade then black out and repeat again with a loop. but still my iphone will turn on but it tooks a lot of time. sometimes when it's on my wifi will be greyed out then i reboot it again
