hello
about the PS4 NTSC i saw a picture here that it works on 100 - 240 V .
but under my device there is a note " 110 V " , does it mean ONLY 110 V or its the same like 100 - 240 V ??
by the way i am from Kuwait and sometimes we recieve 220 - 260 V , is there any problem ?

Since you seem to have quite the power spikes "220 - 260 V" I would just use a surge protector. Otherwise you will be fine with using it in Kuwait. Hope this helps, good luck.
