What would caus the display screen works intermittantly after boots?

I am working with an HP CQ60 laptop. when ever it is rebooted the screen does not come back. I have been able to recover the screen by plugging in a video cable (VGA), removing all power and then powering it on. (this process takes several attempts, it never works on the first try) Once it works the laptop screen works perfectly.

It appeared to me as if this might be a loose connection in the wiring, but I checked all cables to the screen, reseated them, and they appear to be solid.

When the problem occurs I do not get an image on both the both the laptop screen and the monitor I have plugged into the laptop. This makes me suspect the video card.

Can this be a faulty inverter board?

Jim OB, a bad inverter would not stop an external monitor from coming up. If even an external monitor fails, your computer is having GPU issues. You could try a reflow or a professional reball. Hope this helps good luck.
