Start up screen cycles on and off

Replaced battery - now start up screen cycles on and off. Could there be an issue with the battery - or the install? At first, phone started up w/ 20% battery, then, plugged-in to charge, it showed declining power. Now won't start at all - just oscillates the start-up Apple logo, on and off.
