I plugged my iPod touch 4 in my desktop pc and it said USB doesn't recognize it and has a malfunction.. I have tried holding sleep and power at same time still nothing now my ipod is blank will not come on..... Please help me...

Try put it into DFU mode and connect it to iTunes. DFU mode can be got by turning off the device then holdong power button for 3 seconds, then hold both home and power for 10 seconds then release power button but continue to hold home for over 15 seconds
