No Ringer/Keypad Sounds, All Other Sounds Incl Headphones Good

I have an iPhone 4 GSM. I've tried all the tricks out there, the volume buttons needed to be replaced so I did that. Great, got my vibration and volume keys back. Mute switch is off. Rings through headphones but not through speaker. Plays youtube and everything else except key and keyboard tones through speaker. Don't know about sms. I've restored it a bunch of times, Jailbroken it, sucked on the (new) headphone jack (WHAT!? I know, apparently it's a trick). Vibrates when incoming call comes, but won't ring through speaker. Speaker also works on calls.

I've heard rumors that this is a software issue, anybody have any suggestions? What I don't get is if it were a software issue, why do my ringtones play out of the speaker when I select them in settings?

WTF!!! HELP!

UPDATE

Since this is a customer's phone, yes I replaced the speaker with mine, still nothing. Also swapped motherboards from my phone and it still didn't ring. I guess I'll try replacing that cable unless anyone else has suggestions. Also, to clarify, it does vibrate with an sms, and does ring through bluetooth.

doubt its a software problem. but im assuming you have replaced your speaker right?

if not try that first but if you ahve make sure that the 2 copper prongs are touching the 2 copper pads on the charging flex cable. if you have good contact inspect the charging flex cable connection to the mother board for damage. if no damage i would try to replace the charging flex cable all together. if that doesnt work then you may have damaged the mother board and an IC will need to be replaced.
