Are you using the OEM charger? If the phone was purchased used, the supplied charger may not be OEM and therefore not able to supply the necessary voltage or current.

Check the charger specs. I don't know if this supports QC3, but with a 5000ma battery, the charger should be at least 5V 3A.

The OEM charger may be the adaptive fast charger. That is 25W or 5A @ 5V. Your cable must also be capable of delivering that much current.
