Login Screen is coming in black

My job has this Surface Pro 7 and I turned it on earlier and it worked just fine, got logged in and everything. Now when I try to turn it on again I encounter the same problem everyone else has when they try to use this Surface. It starts up with the windows logo then loads into a black screen and plays the start up noise. I cannot get it to show me the login page at all. If I hold the power button while its on it brings a page that says slide down to turn the Surface Pro off.

I reset the thing and it pulled up the bios screen and everything so its clear that Windows and screen are working besides this one hiccup on the login. I just connected a mouse to it and the mouse even shows up. So for some reason its just not loading up the login page from the looks of it.
