I had a macbook with what i thought was just a dead logic board, but upon replacing it the computer still doesnt boot. With the known working board, it does get warm around the charging port which the previous motherboard did not. I have tried a pram and smc reset, no changes.

The fact the USB-C port is warm tells us power is getting in, but the charging logic is not dispatching the power to the battery. This series is very dependent on its BMC cable to work, review Steps 10~13 in this guide MacBook Pro 13インチ Function Keys 2017 バッテリーの交換 make sure the ZIF connector latches are compressing the ribbon cable. Often I encounter the latches have jumped out when unlatching or not latched down. Sometimes the cable gets damaged so it needs replacing.
While you did try a second board the power connector as described in Steps 14 & 15 can be damaged by bending it back to far the guides image shows lifting it about 45 degrees which is too much without risking it, I just lift it about 10 degrees and place a piece of card stock between setup as a cap held together with some tape.

I would definitely check the charger the other problem could be on the main power rail for your Mac. I believe it’s called the G3 line on the schematics.
