Can't Adjust Brightness For LCD

I have a MyTouch 4G that has a dim LCD. When I attempt to adjust the brightness in the settings, no matter if I increase or decrease the brightness, there is no change at all.

The LCD is fine. I know this because when installed in another MyTouch 4G it is bright as it should be.

No damage occurred to it during removal and installation, and it was even tested again in the other device.

Phone is not rooted and never has been that I'm aware of. Also, a factory reset was performed but the issue persists.

Have you considered maybe a bad LCD screen, or using a multimeter to check the power throughout the logic board?

Definitely not the LCD. I've tested two LCDs known to be good in this phone and theh are both dim when in the phone but perfect when in different phones. I don't currently have a multimeter on hand, if it is a power issue (confirmed not to be battery) any ideas what the issue could be? Does the fact that no change is seen wehm brightness is adjusted through settings indicate anything?
