iFixit has been putting in a lot of effort lately on their troubleshooting pages, especially for iPhones, so I'd suggest that as the place for you to start.

Although there is a section for an iPhone that charges but doesn't turn on, going by your description it doesn't sound like that's quite right, so here's the troubleshooting guide to start with.

Follow through those steps as best you can, then come on back and let us know what you found. As the guide points out, the very first step is to verify that the phone is getting power; in other words your charger and cable are both known to be functional. After that you should probably check the charging port to verify that it's not damaged or filled with debris or pocket lint; clean it out with 90% or higher concentration isopropyl (rubbing) alcohol and recheck. If you still haven't gotten anywhere, invest in an inexpensive USB Ammeter that will tell you how much current the phone is drawing when plugged in. If it's not drawing anything then you would most likely have a bad charging port (assuming you've eliminated everything else as a possibility), whereas if it is drawing power then you may have a bad battery or a bad display.
