If you are trying to use this phone with someone else's account, you'll have to perform a data reset to delete everything to restore it back to factory new-like condition. If a sim card is installed, remove it before resetting. Some Samsungs have a tiny hole on one side for a factory supplied pin to insert to force erasure of all data. A small blunt needle will suffice, Once data is deleted, insert your sim card to begin configuring this phone to your cellular carrier to register it.

Before you perform a data reset be sure to remove the google account first or it will ask you for it again it during setup, this is google's FRP lock.
