my ipad pro 5th gen display totally smashed can't see anything and no budget to fix it , can i use it with pc or by attach it with monitor and usb mouse by adabtor cable without any kind of input in ipad to enable something in settings

iPads really need a working display as the interplay of the touch interface is difficult to navigate when looking at a different point. There is a noticeable lag which can effect your use.

This series uses a newer miniLED screen which is quite expensive and not presently available.
You might want to see if you took out AppleCare+ if Apple will cover the repair.
