Use a voltmeter to prove that there is 12V available at the fuse point i.e. remove the fuse and connect the voltmeter between an earth point and where the fuse plugs into the fuse holder. You may have to try both sides as I don't know which is the input and the output side of the fuse.
You said that the "lighters" don't work, do you mean just the cigarette power outlet in the front or the rear power outlet as well?
If both don't work:
If there's no power at the fuse then it may be a problem with the run/accessory relay #2 or the wiring between it and the fuse
If there is power at the fuse then it may be a wiring problem from the fuse to both of the outlets.
If it is only the front outlet then it may be a wiring problem from the joint connection that splits off to the rear outlet and the front outlet, a problem in the outlet itself or perhaps a faulty earth connection to the outlet.

Yes the lighter and power input doesn't work, but the fuse is okay.
Did you check for voltage at the fuse and also that the relay is OK, you didn't say?
