My PS4 shows a solid blue light when plugged in, and won't turn off

I was trying fix my PS4 that had the BLoD, but my power went out right after I started rebuilding the data base, and now when I plug it in a solid blue light appears before I can press the power button. Nothing is responsive, and even when I unplug it, the light stays on for a few seconds. I've tried different power cables, and outlets but that didn't fix it.
