Just a a start, I'd say you have a faulty (broken) power switch, but that is without seeing pictures, and with zero information.

Stuart Cox RS-9125 or DAC-9125? Opened it up and checked the fuses like suggested? What have you checked?

What are you trying to turn on?
Why do you think it should turn on?
How do you know power is getting to cd.mp3?
How is your system connected power wise?
What have you done to troubleshoot the problem?
What was the result?
