Can you access a working joycon to test the switch can connect and charge? If it does try a new joycon battery as it sounds like it’s refusing to take a charge. Also look at the switch on the side and where the joycon connects. Look for signs of corrosion on the connectors. Good luck.

A fairly late answer, but you may get some use out of it if you see this.

I have doubts that this is a battery issue, as the Joy-Con should function even if the battery is dead in handheld play. In this case, your description of the primary issue and the secondary matter of the LEDs indicates that both the bottom and top ribbon cables are damaged. For the case of the bottom ribbon cable-which is essential for charging and handheld play- you should check the connectors of both the Switch's rail and the Joy-Con's to ensure none of them are damaged. A light cleaning with a soft brush may also be useful. If a connection can not be established, replacement of at least the bottom cable (which is a part of the rail itself) would likely be necessary for the same degree of function you had prior to the controller's complete failure. This guide should suffice if you decide to make that replacement in the future.
