Fan Spin for 1 sec, no chime, loops forever

I recently replaced a 15 inch a1707 logic board. upon installation i cant get it to boot for the life of me. looking at the logic board from the bottom with the panel off, the right fan will spin for about a second, the left fan will do a quarter turn, both fans will go dead, and about 3 seconds later it will repeat this process endlessly until its unplugged.

the cpu gets hot, and for the second that the fan is spinning, the usb ports are live, because i had my phone plugged in and it began charging for a short second.

I think it could be that im not using a genuine apple charger to charge the device. its been sitting for a while so the battery is completely dead. and im using a 65w hp usb c charger. could that be the issue ? only other thing i can think of is the possibility that i may have shorted the board during install somehow.
