MacBook Pro 13" (2015) will not turn on, charger says battery is full
Hi there,
Recently I was using my MacBook Pro and it just turned off out of nowhere. It wouldn’t turn back on, even with the charger plugged in. The MagSafe indicator is green.
I tried resetting the SMC, but nothing happens. I opened it up and disconnected the battery and held down the power button to let it drain, and then plugged it back in and tried turning it on. I was greeted with the apple logo and the chime, but after about 2 seconds the screen went black and the computer turned off again.
I took a look once more inside the computer and noticed this solid clear gel near the battery connector. I have no idea what it is, but I took a small piece of a plastic scalpel and gently touched and sure enough - it’s solid. I’m not sure if this is some kind of adhesive or glue that has dried on the board, but this seems like it could be the problem.
I’m new to this so I’m just hoping for some confirmation or advice on what to do next. Thank you!

The coating you are seeing is part of the part. Don't remove it!
This is called potting it protects the exposed circuit from damage.
