GAS Kawasaki 220 Atv motor on a Club car Golf cart . Having problems

Kawasaki 220 Replaced starter and solenoid all back together . Electric start was being a pain for awhile so one pull and usually starts right up , But after changing starter pull rope fills locked up, Remove pull rope housing it works properly turn motor to where it should be reassemble pull rope once fine but back to filling as if it's locked up , pull it apart works fine but motor is not recoiled for a lack of a better explanation. HELP ran fine before what I thought went bad was starter but I'm guessing I was wrong .
