nothing happens when the power switch is pushed

A newer motherboard with the four boot progress lights on the mobo will begin the post and stop immediately as the CPU post light illuminates. No memory, CPU or video needs to be installed for this test, and it tells you that the motherboard is powered. My issue is that absolutely nothing happens when the power switch is pushed or the pins for the power switch are shorted - with a brand new motherboard. All of the common solutions like testing and swapping the PS don’t work.

What is the make and model number of the motherboard?

How long are you holding the power on button for or shorting out the pins for? If longer than 4 seconds this may be interpreted as a force shutdown signal and not a startup signal.
