Phone says "iPhone is disabled try again in 1 hour" after update

Hello, I was recently at a phone repair shop and had my phone screen and lcd repaired. The phone had somehow gotten locked and said “Phone is disabled“ so i tried to update it via itunes but it keeps saying “iphone is disabled try again in 1 hour“.

I’ve updated it 2 times, the first time without sim card and the other time with a sim card but the phone keeps locking itself. I am pretty sure the touch isn’t broken either because it worked when i first started it.
