Lag issues making pc completely usable

My hard drive isn't the best, it was £4 off of eBay. Currently I'm experiencing lag issues on my pc. My laptop did this before in July or August, but it worked after a week. This time however has been struggling for a month now. My laptop screen is broken as well this time and has been having issues a few days after it broke. I have tried “chkdsk C: /f” in command prompt but it did not do much and an hour later I get this message:-

and when I try to reset my pc I get “couldn't reset your pc.” please help me.

Make sure the RAM is seated proberly:

Then run the System File Checker:

From the desktop, press the Win+X hotkey combination and from the menu select Command Prompt (Admin). Windows PowerShell (Admin) might be listed instead.
Click Yes on the User Account Control (UAC) prompt that appears, and once the blinking cursor appears, type: SFC /scannow and press the Enter key.
System File Checker starts and checks the integrity of system files.

And, finally, replace your screen before more problems happen.
