Why won't my Vita turn on unless I remove and reinsert the battery?

Vita runs fine and I can power it off like normal by holding power and pressing the Power Off button on the screen. The Vita wont turn back on after that no matter how many different ways I try. Only after disconnecting the battery and reconnecting it am I able to turn the Vita back on using the top power button.
