Car will not start after dying in high water

i have a 95 merecedes 420 it was drove thru high water i drained water out fuel changed oil pulled plugs put new plugs and wires it really trys hard to start but just wont start

Got water out of motor changed oil changed fuel pumps and filter drained fuel tank put gas in changed plugs checked fuses and relays it has spark , it trys so hard to start it's like right on the edge of starting but it just won't start lol

Water in the cylinders? Or exhaust? Or Intake?

Shorted distributor? Dead battery? Blown fuse(s)?

Clogged fuel filter? Dead fuel pump? Bad cylinder timing?

Neutral Safety Switch? Missing fuel line? (from tank to engine)
