Maytag MDB 4949SHZ0 does not spray water

My MAYTAG MDB4949SHZ0 will let water in, go through the cycle but does not clean. Th liquid soap stays on the bottom. When I open the door in the middle of the cycle there is water on the bottom and steam is generated by the heater.

I changed the circulating pump bu it did not help.

Is it possible to change a relay on the control board or I have to purchase a new control board?
