My TV does not turn on. When I try, I get a blinking red light.

Here is the back of the TV.

model number: UA32FF5500AR

any safety tips before I do anything? And also is there any way to discharge the capacitors without a resistor, as I don’t have one?

Albaraa Jadallah this sounds like a power board issue. You do want to go ahead and measure the input voltage to your board, check the fuses. After that measure the voltages from your power board to the main board. If your TV does not how any standby voltage the issue is most likely a failed power board. Again, we need you to measure the voltages. In the old days I would just use two insulated handled screwdriver to touch to each lead of the capacitor and tehn touch the screwdrivers together to discharge a cap. Not the best way of doing it. I now keep my hands away from caps unless I am sure they have been discharged. You can do a simple voltage measuring.
