How to know if Power Supply is okay?

The computer doesn't power on. It only shows a solid green light in LED#1

The power supply makes tick noises and the noises change when I press the power button.

I would like to know how can I test it with a multimeter? I'm planning on buying a new MB because this one has a blown part but I don't want to buy a new MB and have a bad PSU kill it.

A ticking noise is a coil or transformer in the power supply.

I would first replace the power supply before trying a new logic board.

I will be uploading the video anyways. I would really appreciate if you could check it out. I want to know how to test the PSU with a multimeter to know if it's giving me proper voltage or if the problem is the MB.

By the way, is it normal for a PSU to make ticking sounds? I guess not?

No, the power supply doesn't tick! You have a bad coil or transformer within the power supply assembly.
