Cant restart from safe mode

Hey my ps4slim cant turn on like usual, its blinking blue, but can enter safe mode using power cycle and 7sec power button, i tried many option beside initialize (i still want to save my safe data), after i choose every option, it restart and stop (loss signal on tv) and the indicator colour is blinking blue again. I cant go to safe mode after that unless i do the power cycle again. Do u know what happen.? Thanks
