Getting signs of power but why isn't my Mac Pro not booting?

The mac pro I/O needed to be swapped out, and that’s what I did as well as the cables to the interconnect board. I tried turning on and nothing. So I checked the Diag lights, and it showed that it was sending power but still nothing. Any ideas, or have anyone come across this?
