Some service providers allow for incoming calls but not outgoing calls when the owner has not paid the phone bill or the phone is not in credit anymore.
If the phone service is in credit, try swapping the SIM card with another compatible known working, same network SIM card and check if the phones can now make outgoing calls i.e. your phone with a different SIM card and the other phone with your SIM card, to prove whether the problem is in the phone or the SIM card or with the service provider
