I can't hard reset my phone it will be not success running my wipedata

my Oppo f9 andriod, i can't hard resert when i open a wipe data then okay still loading and cannot be successfuly ruuning it will be turnoff and go back to windos screen oppo, what is my second choice when my oppo can't successfuly running my wipe data ? i should use online update to recovery to my OScolor ? please help me ?
