Why won’t my controller power on?

I have about 6/10 controllers that I bought from eBay. When testing the on Microsoft’s gamer controller tester app, 1 actual was recognized but then turned off and the the PC told me that there was something wrong with the USB port and to restart my PC to restar the ports power. I think there is something wrong with the power since after this the controller will no longer power on. I just don’t know where to look or even switch out on the board. For the rest of the Xbox controllers well they don’t even turn either while on the usb or on the batteries. Can anyone help me ? I have the blue version model 1708. I don’t know where to look. I could t find a YouTube video on this issue.
