I have been thru the HP. generic troubleshooting B.S..
I have reseated the hard drive.
I can run a “Memory Test"

Your OS is either not installed, missing or corrupted. You’re gonna have to buy another copy of Windows…
I suggest Windows 10, since support for Win7 is ending. Also maybe check the drive’s condition, if it’s a spindle drive.

The drive is fine. I have a thumb drive copy of the MS 8.1 OS. but cant seen to boot thru the USB even if i select it as first in the boot order.
Stupid question but have you tried other USB ports? Because maybe it's a mobo issue... I'll look into possibilities.

Does the drive show up at all in the BIOS?
If yes then your copy of Windows may be corrupted.
Can you not get into Windows Recovery?
I'm assuming you can hear the drive spinning and fans going.
Do you know that the W8.1 thumb drive is good? Has it been tried on another machine?

Usually that is due to a failing hard drive or hard drive cable being loose / damaged.
