Ok so I have a problem with my 3ds and the problem is that the 3ds will only power on when it's at 100%. Whenever I try to power it up sooner it wil not power up. The power button works on my 3ds and so do the rest of my buttons. Do u guys know what the problem could be? Thanks :)

How long does it stay on when it powers up OK?
Try replacing the battery first and check if this fixes it.
It may be that at less than 100% charge the battery can’t supply enough initial power to start the device.

Replacement batteries are available online. Just search for Nintendo 3DS battery to get results for suppliers of the part.
