Did you buy the phone from someone? If so then some of the suggested problems already listed could be the problem. One other thing to be aware of is that if the phone was purchased from someone else, what network did they have the phone on? If it’s not the same network you are trying to activate the phone on there may be an antenna compatibility issue. This would cause the phone not to be able to connect to the network. If you want to know more just search for CDMA and GSM. Have you tried to activate the phone with it connected to WiFi?

There are six reasons (that I'm aware of) why you may be getting that error.
1. If the phone is tied to someone else's iCloud account and that person has activation lock in place. To solve this, you'll need to contact the person who owned the phone before you and have them remove the activation lock from the phone and remove the device from their iCloud account.
2. Your phone may be blacklisted (reported as stolen to the carrier). Did you buy the phone used?
3. Your SIM card may not be compatible with or supported by your phone.
4. Apple's activation server may be having issues. As of this writing there are no issues being reported. https://www.apple.com/support/systemstat...
5. Your carrier may be having issues. Contact your carrier for assistance.
6. There is an issue with your internet connection and/or your phone's hardware.
