Cant Restore iPhone 6 Plus

Hello, im trying to restore my Iphone 6 because its giving me a boot loop so i cant get in to the actual phone. I get the apple logo for like around 10 seconds and it shuts off and then turns back on. I’ve put it into recovery mode and dfu mode to try to restore it but once it reboots it shows a spinning wheel for like 1 seconds and reboots back to “ connect to itunes logo.” Its like the boot loop interferes with the phone and the phone wont go through the process of restoring/resetting. I also get a 4013 error on itunes.
