Evaporator Fan Motor
The evaporator fan motor draws air over the evaporator coils and circulates it throughout the freezer. On most refrigerators, the fan motor will not run when the door is open. Make sure that the refrigerator door is closed and the door switch is activated. If the door switch is activated but the evaporator fan motor still won’t run, replace the evaporator fan motor.

Cause 2
Condenser Coils are Dirty
If the condenser coils are located within the freezer walls, the coils do not require cleaning. However, if the condenser coils can be readily accessed from behind or under the unit, you should clean them every 6-12 months. If the condenser coils are dirty, they won’t be able to dissipate heat effectively, greatly reducing the cooling capacity of the freezer. If the condenser coils are dirty or have not been cleaned in a while, clean them.
Cause 4
Sealed System Leak
If the freezer only freezes the top shelf, there may be a sealed system leak in one of the shelves. Sealed system repairs are usually cost-prohibitive. If the sealed system is leaking, you will probably need to replace the freezer.

Would an evaporator fan keep running and make the temp vary like that? If you noticed my question, we changed all the parts we could think of but not this part. It’s running all the time.

Do you get an alarm when the temp is >23 deg F? p.5 of the manual
Perhaps the temp is too warm and that is why the evaporator fan is running all the time.
Does the fan stop when you open the freezer door?
Place an appropriate thermometer in the freezer to see if it displays the same temp as the control panel.
Interesting that 23 deg F is deemed cold enough for the freezer (according to the manual). Most household refrigerators and freezers have 0 deg F (-18 deg C) as the temp required for the freezer.
Have you proved that the evaporator fan "blades" are actually turning and it is just not the fan motor spinning around?

Last time I had that panel off, the evaporator fan was turning. We did get an alarm last night from the high temp. But once we opened the door, it went off. The inside temp shows 12 degrees. Everything is frozen. Yet the new control panel on the door reads 26 and high temp. So frustrating. Thinking maybe I will try and change out the evaporator fan motor.

If I understand you correctly, the freezer temp was 12 yet the panel was showing 26
Given that you've replaced the thermistor (do you mean the freezer temperature sensor?) and the control panel, I'm wondering if there is a resistive connection between the sensor and the control panel.
It may be that the sensor is sending the correct resistance for the temperature but it is not reaching the control board as the same value due to a faulty connection perhaps and the control panel thinks that it is still too warm and keeps everything on
Can you use an Ohmmeter to measure the resistance between the sensor connector and the control panel.
Not sure if the sensor circuit is a "series" circuit where the sensor is in series with part of the control panel circuit or whether one wire is just connected to an Earth and the other then sends a resistive earth value to the control panel, which changes as the temp changes.
If measuring with an Ohmmeter disconnect the power to the freezer first.

Hi Jayeff, We did replace the temperature sensor (aka thermistor). The freezer quit running, temp showed -3 but high temp still shows. Now it’s running again, and temp reads 52. Still freezing inside and still 12 degrees. Can be so overwhelming but can’t afford a new freezer. This one is less than 4 years old and warranty ran out at 3 years. Go figure. Don’t think I will ever buy a Frigidaire again.
