2) Make sure that video cable is properly plugged in.
3) check the GPU (video card), This can probably be done at a local computer repair shop for a few dollars.
4) check memory sticks. These are about 6 inches long, and plugged into the "Motherboard" 2 ways to accomplish this test, are to a) swap out with new memory of exactly same type, or b) take to a computer repair shop and have a technician check it for you, as you have to have the same exact type or you can damage the Motherboard, and or the memory stick.

have you tried a different monitor to prove whether the problem is with the monitor or the PC?
Have you tried starting in "safe mode" to see if it works OK.
(check online for how to start your PC in safe mode for your OS)?
What OS is installed in the computer?
