Most likely is that your keyboard received a small amount of liquid damage and shorted out that group of keys. You will need to replace either the keyboard or the upper case.

Does this change when you re-install macOS?

Honestly, I have not tried to reinstall os, I am still on Sierra. Because it's so old and only a few items are giving me trouble, I was hoping it was a cable.

Try to upgrade your windows and check if the keys working if there is any liquid split on key board or dropped Mac possibly keyborad replacement will fix the error
