Screen locked it will not move forward or anything when I swipe it.

When I turn the tablet on it is unresponsive. Will not do anything when I swipe the screen. When I push the off button the power off—reboot section comes up it will not respond to hitting either one of those either. It is like it is locked with my home screen there.
