After a while when trying to turn on it flashes 14 times and does not turn on presence of 5v does not show 15v

you did not tell us where you measured that voltage. It will help it you post some good images with your question. That way we can see what you see. Use this guide iFixitでの質問に画像を追加する方法 for that. also recount your 14 blink code. On this model it should stop at 13 which would point towards a bad A-board which would also coincide with your voltage issue.
