When you say turns off / on do you mean that the TV powers down and then back up again or that you just lose the sound and picture but the TV power light stays on?
If this is what happens are you using the DVD or TV remote control to control the DVD at all during viewing, e.g. pause or shift or volume etc?
Does it only occur with the same DVD disc or on any?
What input is the DVD player connected to HDMI or AV?
I had the same problem, after a couple days of this I decided to remove all the batteries in all my remotes, it turned out to be my amazon fire stick remote. Once I removed the batteries everything was fine
