Buzzing sound , not starting up

My iMac broke a few years ago and my husband finally replaced the power supply . It turned on but had a loud buzzing sound . Now , starting last night it won’t start up unless In safe mode and the mouse has 8 lines of dots near the cursor . Google has been no help , I’ve tried all the resets . Besides the power supply , what could it be
