Phone won't turn on

When i don't have the battery in , and plug my charger in. I'll see a picture of a battery, with a question mark inside it....but as soon as I put the battery in it won't do anything.no charging light or screen won't show anything.it did come on a couple times showing need to charge battery more before turning on. So I charged the battery with another phone. And still wont turn on. Anyone have any suggestions?
