PC won't power off through start menu

My PC turns on just fine but it refuses to shut down or anything when selected from the start menu, the only way to shut this thing down is to hold the power button for a hard reboot. Has anyone else had this issue even on any other kind of PC? Mines an HP All-In-One tablet/desktop running windows 10

Try starting in safe mode and when it has fully booted into the Windows desktop, check that it can be shutdown normally. If it does then it is either a driver issue or perhaps a 3rd party app problem.

If still not check your HDD for errors.

What version of Win 10 is installed?

To find out which version of Windows your PC is running, press Windows logo key + R, type winver, then select OK.
