I recently bought a Blu Vivo XL2. I go into bluetooth devices search and make my phone discoverable but I cant seem to find or connect to any normal devices like my LG G watch or my samsung Sound bar. Neither can find my phone either.

If you can't "see" any BT devices at all in the BT search list and your phone cannot be seen by other BT devices then there is a problem with the BT in the phone.
Can you see any WiFi networks at all using the phone?
Asking this because sometimes the BT and WiFi functions are on the same chip.
Regardless of this as you state that you have recently bought the phone and as there is a 12 month manufacturer's warranty on the phone I suggest that you first verify the purchase date of the phone (as per the sales receipt). If the warranty period is still valid, consult the manufacturer's warranty statement, that came in the documentation with the phone, as to what you have to do to make a claim for a manufacturer's warranty repair, replacement or refund. I can find wifi signals no problem. And it seems to pick up laptop BT signals. But any non laptop/computer signals like BT speakers or watches are non existent.

Is the phone's WiFi turned on or off?
If it is on try turning it off and see if the BT can detect your other devices?
How far away from the BT devices is the phone when you wish to detect/connect? If you are not standing next to them try standing close and see if the BT device is detected. If it does detect then there is something wrong with the BT as BT should detect up to 10 metres with no problem.
