Why my controller isn't connecting to my xbox one console?

Hello

I have problem with my 1708 controller, it does not work with my xbox console wirelessly. Its working with my laptop over bluetooth no problem, works with console over cable also with no problem. But it won't sync with console.

Things I tried:

-new batteries

-updating controller's software

Could it be that wifi module in controller itself is damaged?

I've got one 1697 and different 1708 controller and they both work just fine.
