Purpose of tape/plastic tab on dock connector

Hi guys, straight forward question.

I was trying to fix a friends ipad which was displaying issues with the colours namely green/pink waves everywhere.

I took it apart hoping it was a lcd or connection problem, everything worked fine so i think its the onboard graphics or motherboard at fault.

But while i was looking i found the black tape on the dock connector was removed (where the dock connector meets the digitiser connector), i opened up a broken iPad i had lying around and noticed the small precut black tape is also connected to a small plastic see-thru chip.

So my question is does the pre-cut black tape and more importantly the small plastic see-thru chip play any importance to the device at all? namely the plastic chip (i think the plastic chip is taped to the inside of the cases rim or somthing.
