Restarts in airplane mode and won't turn it off, even when APM is off

My phone turns on and is in a constant state of airplane mode (even with airplane ode off). This shuts out the cellular network completely. Once I can resolve it...if I am lucky...the cellular network itself is either gone, or drops sporadically and for long periods of time.
